During the two terms of the Bush administation the checks and balances of three co-equal branches of government were undermined, chiefly by the exercise of what David Addington, Chief of Staff to Former VP Dick Cheney, has referred to as powers of the "Unitary Executive." With a corrupt Department of Justice, the judicial branch allowed the President to fire U.S. Attorneys who were looking into voter fraud, while the Congress rubberstamped many of the executive branch's initiatives from the Patriot Act, to its overemphatic use of signing statements, to providing TeleComms with immunity for participating in the government domestic spying program.
