Without the use of private contractors we would not have had the physical personnel to mount and maintain an occupation in Iraq. During its contract with the State Department Blackwater WorldWide, now called "Xe," was not legally accountable to either the U.S. military or its host countries. While Blackwater lost its contract last summer, the Obama administration has hired an entity called Triple Canopy to guard diplomats in both Iraq and Israel. Going forward, there are outstanding lawsuits concerning actions of contractors and their treatment of prisoners.
